What could be the problem if only 1 automatic seat belt doesn't work in and 89 Toyota Camry?

The problem is most likely broken wire(s) that run to the door switch (which is part of the door latch mechanism). Look at the hinge area of the door, and you will see a rubber boot between the door and the door frame. Inside the rubber boot are wires that run to the door switch (and any other door electricals). The 3 wires for the switch are thin (22-ish gauge) and tend to break from all of the flexing caused by opening and closing the door. The driver's side fails frequently because it gets used more often than the passenger side. You need to fix (or replace) these wires.

Remove the door's trim panel, pop loose some of the wiring harness hold downs (for better access), and pull the boot's grommets loose from the door and the door frame. Remove the kick-panel trim to gain access to the harness connector and disconnect. Pull connector through the door frame into the hinge area. This should give you plenty of access to the wiring so that you can slide the boot away from the damaged area. Fix the broken wire(s) and reassemble everything.

1991 Camry shoulder belt won't returnI don't have the answer but am looking to solve the same problem on a 1991 Camry. The automatic shoulder belt does not track back towards the seat. The passenger side works fine. I've checked all fuses and breakers, they're OK. With drivers door closed, I manually rolled the top belt motor wheel in order to retrieve the track/belt into the return position. Then opened the door and the motor operated releasing the shoulder belt in the forward position as it should - the motor sounded and worked fine. It just won't reverse to come back. Any ideas?
