Along with the "Check Engine" light being illuminated or not, there are stored computer codes in the engine contol computer which the smog station will be able to retrieve and use for diagnosing purposes. I had a problem for years with my 1991 Caddy and kept changing starters for a while. My problem was that I wasn't getting a good read on the security chip in the key. Next time it happens: turn it off, take the key out, wait at least three minutes and try again. Check your manual to see if that is still the procedure. By the way I decided to live with it. Every start is a roll of the dice.
did the parking brake get set, or the shoes adjusted too tight?
