There could be many reasons for the radio and power locks are not working such as a lose or broken fuse or the body control module is broke. You can check by trying keyless fob then checking the fob batteries and car battery. If all of those things don't work it is the body control module, get it fix.
There could be a bad relay switch from the fuse box. However it could also be that the fuse is blown itself.

What you probably need to do is to check you battery because i have a dodge 2004 also and my locks did the same thing so i just replaced my battery and the locks started working again.
