What could be wrong A lump on the left side of your neck about an inch above your shoulder you also have a rash with welts on the back of your neck along the hairline you need an answer please?

could be a number of different things. I suggest you see a physician. Could possibly be a tick bite first sign of lymes disease. although without seeing it or additional information it is hard to tell.
