The security system has activated. Wait 30 minutes and try it again with the right key.
Put it in park , insert the ignition key into the ignition and turn the key to start it.
If it's the "change oil" light, turn the ignition to on, but don't start it, and tap the gas pedal 3 times.

after replacing the stearing colum what would cause it not to start. You may have disconnected the ignition switch.

Sounds like the classic ignition wire problem. Replace them.
If a 1996 Chevrolet Cavalier will not start, it could very well be the fuel pump. It could also be the starter or battery.
may be a bad starter..... or if the engine is cranking with no start it could be the ignition wires
does it crank? if not, could be battery, starter, ignition switch, or battery cables. if it does, it may not have fuel, can you hear the fuel pump when you turn the key? do you have spark? do your injectors pulse? need more info
Remote start system
Turn the ignition switch to the auxiliary position. Do not start the engine. Leave the ignition switch in the auxiliary position for 30 seconds. This will reset your alarm system.
