There are probably applications in the background that take up CPU time. If it's the network that's slowing down, it could be that there is a lot of traffic on the network during certain periods. There is actually quite a bit of unseen computer activity that takes place in the background. Unfortunately, a lot of this activity is often viruses or spyware.
