What could the problem be in a 2001 Grand Am GT that's very difficult to turn and No noticeable leaks and it has power steering fluid?

Assuming the drive belt is there and has the proper tension, my guess would be the Power Steering pump is bad.

It could be low on power steering fluid. That is a common problem. It makes a sharp whining noise when you turn the steering wheel.

You need to crawl under the vehicle. It is above the steering crossbar on the drivers side of the engine. It is difficult to remove/tighten. It is in a horrible spot.
