Communism is based on Marxism, that the government controls all production and Communism itself means "Everyone owns every thing another person has". this would lead to Dictatorship. even though, the countries that use communism would end up with a good economy since everyone is willing to work for the gowernment
I believe Sweden is socialist. Socialism allows for 'sharing' of money (and other things - but mainly money). Basically, Swedes don't have to pay for schooling or healthcare. Those are the main things.. I'm sure there are others... just wait for someone who is more knowledgeable on socialism than me to improve my answer.

It might be easier to use communist, but you asked for communism so...Though the countries' dictator spoke at length about his people's liberties and and personal gains, other countries' rulers viewed the comments as strictly communism.
