The list is FAR too long for a brief answer. The countries that DO permit private ownership of firearms is a much smaller list. The countries that permit CARRYING a firearm is smaller still.
There are no countries that are not allowed to own any guns whatsoever.
Governments always have some firearms to arm police and defensive forces.

All firearms owners or users in New Zealand are required to be registered - these records being held by the Police. As for handguns, I understand that these are allowed to registered members of a registered handguns club, but there are strict regulations regarding where and how they may be stored.

There are no rational ones. Banning handguns only causes gun crime to go up, because the citizens cannot defend themselves against gun wielding criminals (who get THEIR guns illegally, and will ALWAYS have guns)
