The "north" and "south" latitude references begin at the equator. So "20 degrees" north or south are both 20 degrees from the equator, and "10 degrees" north or south are both 10 degrees from the equator. 10 is closer to the equator than 20.

There are actually six countries in Africa with coastlines on the Atlantic Ocean and between 10-20 degrees north. They are Morocco, Nigeria, Mauritania, Angola, Namibia and Senegal.
Nigeria and Sudan
The original 10/40 Window included only countries with at least 50% of their land mass within 10 and 40 degrees north latitude. The revised 10/40 Window includes several additional countries that are close to 10 or 40 degrees north latitude and have high concentrations of unreached people.
