Several countries have the domestic dialing code 0900, often for premium-rate services.
0900 is not an international code, because country codes never start with 0. In any case, country code +90 is Turkey, but there are no valid numbers beginning +90 0.

You CAN put your country code even if you dial locally - BUT - you'll be charged international call rate, as the exchange would treat it as any other international call ! In some places, you can't dial the country code for your own country. For example, North America is country code +1, but you cannot dial 011-1-area code-number. In other places, you can dial the country code for a local call and still be charged local rates.
To dial a number in another country, first dial the International Access Code. From the UK the International Access Code is 00. Next dial the Country Code of the country you are calling. Finally dial the Area Code and Local Number of the number you wish to call. For most numbers you need to OMIT the initial zero of the area code if one is shown in the number you see.

You dial 8, wait, then dial 10. Then the country code and number you need.
No one uses that code to dial the UK, which is country code +44, not +55. '00' is a commonly used international access prefix, and +55 is the country code for Brazil.
1 is the country code of the US. If you are outside of the US, you must dial 1 before any number to reach any number within the US. Every country has a different country code that you add to the beginning of a number in that country to dial a number in that country.

To dial into Mexico from abroad, you would dial +52 followed by the area code and subscriber's number. To dial out from Mexico, you dial 98 followed by the country code, area code and subscriber's number.
If you dial from Croatia 01 and if you dial outside of Croatia you drop 0. Croatia country calling code is +385.
