The '2' is the first digit of a three-digit area code, and you need the remaining two digits to narrow down the location.

On the other hand, if your international dialling prefix is 001, then you're asking about telephone country code +2, which is an incomplete code in Africa (or one of three miscellaneous codes that were assigned +2XX codes because there were no available codes in the more geographically appropriate block).
