Two Northern European countries that are members of the EU have opt-outs on adopting the Euro: Denmark and Sweden.

Denmark has had an official opt-out on adopting the Euro since 1992. A referendum to adopt the Euro was held in 2000, but was rejected by just over half the population. Danish politicians have pushed for another referendum since 2000, with Danish supporting for adopting the Euro rising ever since then. However, when the European debt crisis hit in 2008, support for the Euro fell dramatically. Adopting the Euro is now opposed by about 2/3 of Danes.

Sweden has a de facto opt-out on adopting the Euro. Sweden is not obliged to adopt the Euro until all criteria necessary is met, and Sweden's inflation rate on its current currency (Swedish Krona) is too high, and Sweden has yet to join the ERM II. Sweden meets only 3/5 criteria currently. A referendum was held in 2003, where Swedes rejected the Euro by just over half. Sweden will not hold a referendum until as early as 2014, as the 2003 referendum is still considered valid.
