Northern Ireland has a devolved government, as does Scotland and wales and the city of London. This means they make their own laws on things like education, health, environment etc. There are reserved matters which they may not make laws for, these are things like Immigration, tax, nationality, defence etc. These are created by parliament.

England does not have a devolved government, all its laws come straight from parliament. The whole of the UK elects members to Parliament every 4 years in a general election which can be called at anytime within the 4 year period by the prime minister. The party with the largest number of votes from the UK gets to form the government of the United Kingdom. It is currently the labour party with Gordon Brown as its leader.

Each of the devolved governments have a First Minister, kind of like a prime minister, except for northern Ireland which as two. The First Minister and Deputy First Minister. this is because 45% of people in Ni are Irish and 55% are British. The British want to stay with the UK, the Irish want Ni to join the republic and the island to be one country separate from the UK. One party cannot be in overall power in Ni as is the case of most governments around the world. If a unionist party were in power, they would make British laws which the Irish would not like and visa verse, so they share power.
