This will be a multi part process.
When you get ready to set the timing, you need to find the EST (Electronic Spark Timing) disconnect. This should be a single wire connector, the wire should be tan with a black stripe. BEFORE SETTING THE TIMING, THIS MUST BE UNPLUGGED. Proceed with a inductive light and time the #1 cylinder at 0° TDC on compression stroke. After that, lock the distributor down and reconnect the EST plug and you should be good to go.
You HAVE to disconnect the EST before you can time the motor. Those years of 4.3L has electronic advance, and if the EST is not disconnected, every time you move the distributor to try and time the motor, the computer will automatically try to move it elsewhere, as it sees fit. Disconnecting this allows you to time the motor manually.
The EST plug is normally located one of three places. Either right around/near the distributor (the tan/black wire actually runs from the larger of the two plugs), near the relays on the drivers side of the firewall, or under the dash, beneath the glovebox.

For my '88 Civic, it cost me right at $180 to replace back in '97.
their should be like a ^ ^ ^ ^ type of ,looks like sharp teeth theirs a line on your pully that should line up to one of the teeth not sure witch one it is.it should be located just abouve you timing chin cover.
