Where Germany is today, on the map at that time were dozens of "Germanic States", some fairly large, some little more than city-states. The Germanic States were primarily land powers in central Europe, to the extent that they were powers at all, and had little interest in the US or what happened there, and were besides preoccupied with the wars of unification going on in their own part of the world.
