The original ethnic Greeks (Hellenes) spread their culture far and wide, and so the meaning of Greek became someone who adopted Greek culture. Even the upper class Jews from the 2nd Century BCE onwards adopted Greek culture and habits, even inventing an operation to reverse circumcision so that they would not be humiliated when appearing in the public baths naked, as the Greeks looked down on bodily mutilation other than battle wounds.
