Go to college, major in chemistry, unless you're talking about the British "chemist" who must go to University and study Pharmacology.
You do not need a license to become a meteorologist, but you do need a college degree. Many meteorologists major in areas other then meteorology. However, you would need a large number of credits in atmospheric science. Most positions in research require a postgraduate degree that is specific to meteorology or climatology.
