It's hard to say exactly for sure without seeing the citation. Representative Gohmert served as a commissioned officer in the US Army's JAG Corps, meaning he was a basically a lawyer. It is fairly typical, especially during peacetime (which is when Gohmert served- between 1978 and 1982), for a soldier to be given an award for completing their tour of duty.
I served in the Army as a low ranking enlisted soldier, and when I finished my tour of duty (also during peacetime) I was awarded an Army Achievement Medal (AAM). In my experience, an officer receives the MSM in the same situation, and non-commissioned officers (ie. sergeants) received Army Commendation Medals.
So it's likely, since Gohmert was a JAG Officer and never was in combat, that is why he was awarded the medal.
