With the note that ancient Rome ( not counting the Byzantium Empire )
lasted 900 plus years, Romans improved their own society in several important ways. This of course varied based on the time frame I mentioned. It must be acknowledged that certain policies of the Roman governments did the opposite. However, one improvement was the establishment of written laws and the administration of policies that had a good degree of consistency. The term "kept matters in good order" might be a fitting description of the written laws benefit.
Another benefit was that because to a certain extent, Rome had a free market economic system, and a common man could gain tradesman skills and become a prosperous citizen. Rome ( during large periods of time ) offered a man who joined the military, a "place" in life that rewarded him with the chance of improving his rank and the benefit of farmland or monetary benefits if he survived his enlistment time ( often 20 years).
Roman engineering, and generous support from the government meant that the public could take advantage of public libraries and public baths.
Due to Rome's successful military campaigns, often the victorious generals, such as Octavian, would actually pay out money to Roman citizens.
Roman laws also allowed for the marriage of commoners to royalty, this allowed for a degree of upward social mobility. For the most part, remembering that life in the ancient world was precarious at best, living in Rome or one of its provincial cities offered a good degree of safety. This is no small matter as peoples in Carthage, Gaul and the Middle East were subject to invasions not only from Rome but other ancient powers such as the Parthians.
