However, the territory that became the state of Florida wasn't in the Northwest Territory so strictly speaking that rule didn't apply, and there were probably 60,000 people there when it became a state in 1845 anyway (I can't find a population figure for that year, but there were almost that many in 1840, and considerably more than that by 1850; guesstimating from the growth rate, they probably hit 60,000 sometime around 1842).
