The U.S. had hoped to hinder the supply and reinforcement of Viet Cong forces in the south in the hopes that North Vietnam would either desist in it's efforts or seek a peaceable solution to the conflict .
America was called by the French to help out in the war. The french wanted to make vietnam a non-communist country. America did not accomplish this and killed over a million civilians and even being defeated they dropped out of the war and acted like it was over even though we know America lost. But you also have to understand this South Vietnam wanted to not be communist so they helped america well some of them and north vietnam wanted communism. Meanwhile some british fought for the vietnamese(only a thousand or so).

The HO CHI MINH Trail was "Very" effective. But it wasn't a trail. It was a "Network" of roads and trails. If the US could have "widened" the war and involved Cambodia & Laos, the Ho Chi Minh could have easily been destroyed or occupied by US/Allied forces. Of course, then, possibly Red China and/or the Soviets would have had something to say about it. Red China DID enter the Korean War when US Forces invaded North Korea in 1950. So we simply bombed it, and conducted covert operations against it.
