The Wise men arrived in Jerusalem searching for the baby Jesus ("He who is born King of the Jews"- Matt.2:2).

King Herod hearing about their search found out from religious leaders that "a Ruler would come from Bethlehem." (Micah 5:2). Herod was insanely jealous that this "Ruler" would usurp him, take his place and become the next king.

So Herod secretly spoke to the Wise men to find out the time when they had first seen the Star they had followed (with this knowledge Herod estimated the approximate age of the Child) and told the Wise men that when they found this young Child they were to let him know, so he could also come and worship the Child. Herod's only evil desire was to find this Child and kill Him.

However, the Wise men were divinely warned by God in a dream not to tell Herod, and so they departed to their own country on a different route.

Not long after this King Herod had all children 2 years and under murdered.

Nothing is mentioned about the 'wise men' (actually pagan astrologers) saying anything specific to Herod in The Bible. However, they apparently answered his questions about when the star had appeared, and then agreed to tell him where Jesus was, when they found him, not realizing that Herod wanted to kill Jesus. After finding Jesus, then getting a warning dream from God, they left quickly without saying anything further to Herod.(Matthew 2:1-23)

Who did Herod call for when he found out about the birth of Jesus?

The astrologers ('wise men'). Because Herod perceived the birth of the Messiah as a threat to his rulership, he wanted to kill him, so after learning about his birth from some traveling astrologers (commonly referred to as "wise men") Herod asked them to report back to him when they'd located the baby.(Matthew 2:1-12)
