Octavian, once he gained supreme power and was known as Augustus, did three basic things to improve the army. The first thing he did was disband some legions and make it more efficient and manageable. He raised the pay of the military and did away with the practice of giving the soldiers land upon retirement and thus eliminated the conflict between the displaced landowners and the veterans. Their retirement bonus was cash instead. However the most important thing he did both for unity and to prevent future civil wars, was to have the army swear their military oaths to him, and not to their individual commanders as they had done previously.
