He went to Peru in South America where they were at at the time to warn them about the next oncoming attack. Then he left them there because there weren't enough ships to take them with him. They didn't listen about the attacks because there hadn't been any sight of the enemies for a while so they trudged on past Peru and went even further south. Turns out, President Harrison was right and they were attacked again.

I think you are thinking of the Baltimore Crisis which occurred in Chile in October of 1891.

Crew members of the USS Baltimore were attacked by a mob while on shore leave.

Two US sailors were killed and others were seriously wounded. The US was outraged and threatened military retaliation but the Chilean government agreed to pay an indemnity of $75,000 to the families of the victims.
