I am not sure what is the intent of this question. FDR worked mostly with Churchill in Britain and Stalin from the USSR. There was not much choice- they were all fighting Germany, Italy and Japan. He also worked with free France to some extent. Britain worked with the US, but the USSR did mostly what it wanted to. Roosevelt was not very successful at keeping Russia in line, in my opinion. Of course, he died suddenly.
