The tricky part was to establish a balance of power. Each of the established big four countries wanted every edge that they could accumulate and each also wanted to craft long term peace in Europe. It was essential to weaken France only enough to prevent it from becoming an aggressor again, and yet strong enough to protect itself.

The Germanic Confederation seemed like a good idea. Each of those tiny empires needed some creative give and take to tie them all together. They did the job far to well and would see Europe torn apart by their creation in World War One and World War Two.
