It was yet another Compromise, with both sides saying "Let's give it a chance."

The idea sounded reasonable - allow the people of each new state to vote whether to be slave or free.

In fact, it just encouraged terrorists from both sides (including John Brown) to intimidate voters and spread confusion by declaring every result to be rigged.

Although it was eventually proved that the people had voted against slavery, and Kansas entered the Union as a free state, the whole experience was an alarming foretaste of what was to come.

Ironically, it did delay the war - temporarily - only to bring it much closer.
