Because the nuclear test ban treaty did not cover underground testing, US President Kennedy knew the US was already ahead of all other nations in this type of testing. It therefore fit into the imperialistic plans of aggression in the world. That the Soviet Union agreed to this treaty is an indication that it has abandoned Marxism-Leninism. It also indicates that once again, NS Khrushchev has proven that he is a running dog of the US and UK imperialists.
