In 1810, a new parliament was chosen in the Spanish city of Cadiz, the only major city that hadn't fallen under French rule at this time. This parliament, known as the Courts of Cadiz, proclaimed in 1812 the first constitution of Spain. It constitutionally recognized the monarchy, the sovereignty of the people and other liberal ideas.
