In "The Giver," hair ribbons symbolize conformity and strict adherence to the rules and regulations of the society. They serve as a way to maintain control and uniformity among the community members, suppressing individuality and creativity.
I personally think the hair ribbons where a symbol of discipline for the children, to teach them about how to take care of one's self and to stay/look neat&clean. The hair ribbons on females made the community look organised. The community doesn't want to look sloppy because the idea of sloppy does revolve around conflict, and the community wants nothing to do with conflict. Children from ages 3-9 are known for being always excited, happy, unorganized, distracted, forgetful and not neat. Some of those characteristics are bad for a community that they live in, if young females where to get like that the elders would go through a lot of stress trying to keep them "in check". All in all, the hair ribbons play an important role for the community.
