Germany was the country best prepared for the war: the Schlieffen Plan that provided a blueprint for starting and winning a war in the west against France had already been drawn up around the turn of the century.
France was reasonably well prepared. The lost war of 1870 against Germany still rankled, and army and forts had been prepared for defense. France had no intention of offence, so it hadn't prepared for that.
England was hardly at all prepared. It had a strong navy - but only for the purpose of 'dominance of the seas' and not as a preparation for war against Germany - and a small but professional expeditionary army in France, but it was mostly taken by surprise by Germany's attack when it came.
Austria - which basically started WW 1 - was ill-prepared and only attacked (Serbia) because it thought it would be a military walk in the park. But Serbia beat the Austrians back with heavy losses an would have defeated Austria but for the help that Germany sent it.
The USA was totally unprepared for war in Europe. It had a very small and ill-equipped army and would stay out of WW 1 until spring, 1918.
All countries except Germany had their armies only prepared for 19th century-style war, and had never prepared for the trench warfare, dominated by big guns and machine guns that was to follow.
