Short answer: No. Many people have claimed that they have determined who Jack the Ripper was, among them American mystery writer Patricia Cornwell. Suspects include Prince Albert and many others. No conclusive determination has been made.

The "Openshaw" letter, which according to Cornwell provided similar mtDNA sequences and watermarks to those found in Sickert's correspondence, has never been considered a genuine Ripper letter by any serious author or researcher. It was sent to Dr. Thomas Horrocks Openshaw, who was widely publicized in the newspapers for having examined the piece of kidney enclosed along with the "From Hell" letter.

When discussing the case of Jack The Ripper it is always best to remember the time period in which his crimes occured. Prior to WWII forensics as we know them today were basically non-existant. Fingerprinting had been around for centuries but not used regularly as a crime detection method until after 1900. In 1888 there was no test that could tell human from animal blood.

That being said, I will explain the investigation and why it was bound to fail. Police patrols were doubled and then doubled again. House to house searches were carried out until all of the Whitechapel and surrounding areas such as Spitalfields were covered. Undercover police were used, even dressed as prostitutes, to no avail. Metropolitan Police Commissioner Charles Warren arrainged for tracking hounds to be brought in to try to track the killer by scent. There was information compiled in what we now call criminal profiling, still it was no help. Overtime for Constables was almost mandatory. Hundreds of suspects were detained and questioned. There were vigilante groups such as those headed by John Lusk. There was snitching and finger-pointing and panic, but still women were murdered.

Unless the Ripper was caught in the act, or he completely lost his senses and confessed, the chance of catching such a killer would be almost impossible. Without knowledge of like killers and the science we now use to detect them, it is not suprising at all that the case was never solved in the killer's lifetime. It was never the fault of the investigators in Scotland Yard. It was not lack of funding, nor was it a grand conspiracy for that matter. It was a 20th century killer loose in the Victorian age. If this killer committed these crimes today he would have to be much more careful or he would surely get caught.

At the time of the murders, the police force was not very sophisticated. For that reason, many current methods of identification were not yet available. For instance, there was no way of telling where a patch of blood came from, as forensic science was not yet that advanced therefore people could be wandering around, covered in blood from a human or animal and no-one would be able to prove what the source was. - The idea of collecting fingerprints to prove the identification of a person was not yet used, or maybe not even thought of so Jack the Ripper was unable to be traced this way. The techniques of recognition i.e. DNA were not yet available, meaning the police could only use the leads they were given by witnesses, and clues left at the scene of the crime, if any. There was a great lack of this information as Jack the Ripper was somehow able to not only kill, but often performed butchery on his victims without causing a disturbance, leaving his search to be very difficult. - As all the proving of statements was unavailable in the1800's, police used alternative methods usually consisted of door-to-door enquiries and putting extra police on patrol, monitoring any irregular characters or behavior. This method took up a lot of time and effort but made the people in the area probably feel safer whilst walking the streets of Whitechapel, as there would be 'some kind of order created on the streets at night.'
