Catholic AnswerIn the main part, the Holy Father did not deal with individual people, he ran the world-wide Church as Vicar of Christ. Christianity, as a whole, deals with disobedient people in the confessional - in other words, they have to come in themselves and accuse themselves. The Holy Father, although nominally in charge of the Papal States (mostly central Italy during the Middle Ages) did not normally "run" it himself, he delegated this task to others. Those who were bound in a special way to the Church through voluntary vows of obedience, such as monks, friars, and priests, were subject to their individual bishops. And, incidentally, this system is still in effect today. The vast bulk of Horror stories about the Middle Ages are fabrications of protestant imaginations and not good history. Stories of the Inquisition, the Crusades, etc. are mostly fiction.
