The US Army took over these states in short order. Before the war started Lincoln suspended Habeus Corpus in Maryland and would not let the Legislature meet so he could move the volunteers from the Northern States to Washington for Defense of the Capitol.The states of Kentucky and Missouri refused to send troops but could not resist the federal occupation. The only advantage I see is that rather than fight on their soil the Union Army used them as part of the supply line.
