By a long distance, using a microwave is more conservative on electricity than by using resistive heating that a stove utilizes.
I've read on GE installation manuals (at GE.com) that the space should be a minimum of 30 inches from the cooktop surface to the bottom of the cabinet touching the top of the microwave.
18" is standard (same as the distance between the counter and upper cabinets), and most modern cabinets that microwaves are suspended from are built for this.
The distance should be 30 inches between stove top and hood.

I believe that the Frigidaire PLMV169D 1.9 CuFt Over-the-Range Microwave Oven would be the best for over the stove.
The microwave itself is equipped with cooling fans; that said, a minimum distance -- about 30"+ -- should be kept between the range top and the bottom of the microwave. The GE Spacemaker JVM1665 has a heatshield made of metal that will protect it from heat.
