ALL plant cells have chloroplast - Not ALL plant cells have chloroplasts. I'm actually studying this in my college Biology class right now. "Chloroplast is an organelle that specializes in photosyntheses.." Therefore cholorplast is found in plant cells that receive light. You won't however find chloroplast in plant cells underground (roots, bulbs, ect.) because light generally doesn't reach those cells.
