Possibly a cracked or broken heater core. If the engine is over heating, somethings wrong with the cooling system and that's why your a/c and heat won't work.
Use the troubleshooting guide. Plus, check for bulletins. I believe there's an inhibit relay problem that may be applicable here.

Your gas heater doesn't come on? Why's that? What kind of heater is it? Have you gone to the manufacturer's website, looked up the owner's manual and read he "troubleshooting" section? If you've done that and you still don't have heat, you should check the breaker, check the fuse mounted next to the heater, and then call a reputable HVAC contractor.
Check the fluid level. Check the linkage. Check all computers for trouble codes.
If you have a plugged AC condensation drain, clear water will back up and end up on the passenger floor. If the heater core is leaking engine coolant you will have engine coolant end up on the passenger floor.
If your heater does not work on your 94 Mazda Protege, check the thermostat. You can also check the heater fuse to ensure it has not blown.
