When baking, food placed on the bottom rack of the oven may cook faster; however, it may cook too fast, and burn. When broiling, food placed on the top rack of the oven will cook faster, but will need careful watching to prevent burning.
Always cook a cake on the middle rack, whether the oven is on fan forced or not, otherwise you'll burn the top.

Cake is a poor conductor of heat. Kind of the same reason you don't get burned sticking your hand in the oven. The air may be 350 degrees the same as the pan and rack but you get a much different response from touching them.

The bottom sheet does not burn because one would be careful not to position the bottom rack too close to the heating element.

It could be referring to either the oven rack, or a special rack made with spears on which to spear the potato for baking.
If the cookie sheet is on a rack that is too close to the bottom burner then they will burn on the bottom. Move the rack, USE OVEN MITTS !!!, to the middle rack. Also, the temperature on the recipe is suggested. Many ovens vary in temperature. If things are cooking on the outside too fast and the inside is not done yet, turn down the temperature and let them cook a little slower. The heat has to pass through to the center. If it is too hot it will burn the outside before the inside has a chance to cook.
