If you bought it "as is" and untested you will have to check in your area to see if you have a Lemon law that allows you to return the vehicle. Usually "as is" means you have no option other that fix it at your expense. What did it fail on the emissions? What were the limits & resulting numbers on the test for HC, CO & NOX? Maybe it's a simple fix to get it to pass. Year/make/model/ engine size/ mileage & symptoms (if any) will help as well as any maintenance history you know of.

Your car has to perform a drive cycle in order for the self diagnostics to complete it's test. If your car had a dead battery recently or the battery was disconnected recently it won't pass emissions until it has performed a drive cycle.
If it didn't have emissions controls from the factory you don't have to pass any emissions test, check with your state as some are different, especially California.
The airbag light would have nothing to do with emissions. If they are doing a safety inspection, it would fail.
