If the mother dog is not producing enough milk then the puppies need to be bottle fed. You can buy canned "Bitch's Milk" from most grocery stores and if not you can find it in your local Farm Supply/Feed Store(s) and/or Pet Store(s). As a last resort if you cannot find the the canned milk at those places call your Veterinarian and ask if they have/sell it. As a last resort you can order it through an online store.

You should spend a lot of time with your female dog and your male dog. Feed them both lots of water everyday when they're thirsty so that the mom can produce milk and that the father has enough to drink overtime. You don't indicate whether the puppies are newborn or a few weeks old, but generally speaking, if the pups are developing properly and act content between feedings, they're getting enough milk. If they look poorly, whine a lot and/or constantly try to feed, they may not be. And as the first answer points out, make sure all your dogs always have a good supply of FRESH water.

I'm not sure if this is what you're looking for but I know that a dog replacement milk is a milk that can be use to give to puppies when the mom can't produce enough milk or when the mom is no longer alive. Puppies are not allowed to drink milk except for this milk.
