The decision you make is based on what you want from this relationship. Can you accept and be happy in a "in the moment" relationship, one without any serious commitment? You might disagree, but if you both are younger (teens, early twenties) or are working on your education, I understand where your boyfriend is coming from.
If you a serious commitment from this man, you have to accept right now that this is not going to happen. Don't discount his words; the worst thing you can do is to stay in a relationship with him with the secret idea of changing his mind. If you two are not compatible in terms of commitment, it's in your best interest to let him know this and end things.
