Replace the old one with the the new one.
It should bleed its self when turning lock to lock while engine is running.
The lock valve is connected to a hydraulic cylinder by forcefully pressing it into the fitting and releasing the retaining ring. This will lock the cylinder into place and keep it from moving.

If the cars engine is locked up you have a serious problem. Would need further diagnosing to determine what the next move should be.
Haven't heard of vapor lock with electronic fuel injection. That was a problem when vehicles had a carburetor. What seems to be the problem with your vehicle?
I guess that you are talking about a hydraulic lifter for an auto engine. There is no repair for these. They can be converted to "solid" lifters or used as paper weights.
Check the hydraulic fluid. Hydraulic cylinder piston rubber washers to replace.
You don't fix it, you replace the door lock actuator.

if it is leaking (green) hydraulic fluid, you have to fix the leak issue, since the brakes are tied into the hydraulic system on that year's model.
The key and the ignition lock are badly worn. Try a different key if it doesn't fix it you need to replace the ignition lock.
