Depends on the cause. If cable is broken, bend a coat hanger to snag the cable still attached to the hood latch and pull it out. You should be able to open the hood simply by pulling hard. If it has become disconnected, like I am dealing with now, it will depend on the make & model as to whether you can release the latch from underneath with a long screwdriver to having to unbolt the latch mechanism after removing the grill.
You may need to break into the hood to get it to work. Taking the vehicle in to a mechanic can be helpful in getting the release to work again.
If you look behind the hood release latch there will be two wires take a pair of needle nose pliers and pull on the wires it should release then. If that doesn't work then I don't know how.
The hood release handle is connected to a cable. The cable runs to the front of the hood and connects to a catch. When the cable is pulled the catch releases the hood.

Unless the car has been wrecked, the usual problem is a stuck or broken hood release cable. If you go under the dash you can usually get hold of the end. Otherwise the cable can be reached under the engine compartment.
"pop" the hood with the in car lever. get a pair of pliars and grab the wire that the plastic hood release was connected to.....this should work!

Classic problem with Spyder. The latch cable has problems releasing the engine latch. Pull hood release inside car then go arround to back and push down on hood. It should pop the latch. Try several times if that doesnt work the first time.
When the hood is stuck you need to push down on the hood just above the "H", sometimes quite hard. Then the hood release will work and open the hood.
Take a hacksaw and cut the hood handle in half. Rotate the two halves until the hood opens.
Either get someone to pull and hold the hood release lever open or find some other means, like using the seatbelt, and then try pulling up on the hood. This should pop the hood, and then of course to fully open the hood you would need to find the release latch that is under the hood but above the grill, to the left of center. The hood release mechanism may be stuck or need some lube and a little working.
