"pop" the hood with the in car lever. get a pair of pliars and grab the wire that the plastic hood release was connected to.....this should work!
To open the hood on a 1998 Volkswagen Beetle if the release mechanism is broken, it is necessary to remove the back seat and locate the broken part of the cord and pull on it. If the trunk mechanism breaks it will be necessary to crawl under the vehicle to locate the broken cord.

There are plastic clips that rotate on rear part of headlight under hood that release the assy then the whole thing slides forward out the front of car.

If the hood release on a VW Jetta is broken, whether its the cable or the plastic piece, you will need to remove the center shield under the vehicle. It is connected by four screws. Reach up under the vehicle and manually push the hood cable down with your hands to pop it open.
I have a 1970 beetle that needs a radio. It looks like it was removed from the inside of the bonnet. The wiring is still under the bonnet.
