You can't "own" a phrase. You can't copyright a phrase for the purpose of getting it legal protection across the board. You can apply for a trademark on a short phrase by going through the US Patents and Trademark Office, however. Thing like "I'm lovin' it" for McDonald's - registering that as a trademark would prevent say, Burger King, from using it in their promotions or ads. But it won't prevent other people from using the phrase, and if I want to go around saying it or writing it in articles or what have you, I'm perfectly able to do so.
