Soapy water - never a cigarette lighter or propane torch! Put several drops of dish soap in pan or bowl and fill with water so it mixes thoroughly. Use your hand or some kind of container to pour the soapy water over the gas line. Look for enlarging bubbles.
It's more likely to be a connection unless the gas line is very old. They can't really be cost-effectively repaired, only replaced.
it does not have to have a separate line from the utility...but it typically has a line running from the already existing line within the home... like remove an elbow from the furnace line and install a tee, then a shutoff valve, then the line to the dryer. After the line arrives in the viscinity of the dryer, it should have another shutoff valve prior to connection to the dryer. Local codes may require additional fittings ot shutoffs... we love our gas dryer... wouldn't have an electric model...

Who fixes the leak and who pays for the repairs may be different and may depend on who owns the gas line. Your board, the master insurance carrier and the gas line vendor will work out the details. Only if your governing documents define the gas line within the boundaries of your unit will you be responsible.
