It probably means they like the shy girl and aren't sure how to talk to her :). Or it could mean that they find her intriguing because they are used to outgoing party girls.
Usually it just means that he's shy. But if he's just shy around you, it could mean that he's a little irritated with you or that he really likes you and doesn't know how to talk to you because he doesnt want to make himself look like a fool.
Have you ever met some one that you thought to yourself wow they are missing something! Well that could be that their brain is "not firing on all cylinders" (like a car that is missing or sound bad) or a "few bricks shy of a load" or "3 fries short of a happy meal" I am sure their are others check firing all four are firing but front two keeps getting gas fouled then start to skip
