A framework for a discussion is the perspective you want to explore, the background and key elements of that perspective. For example, if I said: Let's talk about improving our school. Some people might have lunch menu suggestions, others might want to plant new flowers at the entrance. But what I want to focus on is improving test scores. So, I should narrow the topic, supply you with historical data and trends, comparisons to other schools and details of other successful improvement programs, explain how the ranking system works, etc. Then we can decide on our priorities and suggested courses of action.
