Leaking heater core. It will need to be replaced.

I'm assuming your talking about the Expedition trim package on the Ford Explorer when you say 1996 ? because the Expedition model first year was called a 1997 . Anyway , it sounds like a leaking brake hose

Shold be a weep hole underneath stem of water pump. If it's leaking water it needs to be replaced. You will be able to tell.
Do you mean out the fill spout? It is over filled? Otherwise there's a hole in it somewhere and may need replacing. Could a hose be leaking?
It could be that your transmission housing is leaking. You will probably find oil underneath the machine as well.
